It was apparent from what the children said about the incident that the young child was in need of rescue, Johnson said.

Johnson said EMS officials located the young boy in a neighborhood near the landing and reported the child was not injured.

Owens is first class in the Boy Scouts. He attends New Morning Star Baptist Church. He is the grandson of Eliza Owens.
